Three candidates are running for District 15 in the Texas House of Representatives.
What voters need to know
Republican Brad Bailey, Democrat Moniqua' S. Scott and Libertarian Jessi Cowart are competing for the seat in the November election.
None of the candidates is an incumbent. The current seat holder is Rep. Steve Toth, R-The Woodlands, who did not seek reelection as he is running for District 2 in the U.S. House of Representatives.
District 15 covers part of Montgomery County, including The Woodlands, Conroe, Shenandoah and Oak Ridge North, according to maps from the state.

Early voting for the Nov. 3 election runs from Oct. 19-30. Election Day is Nov. 3. The final day to register to vote is Oct. 5.

Public Safety; Property insurance reform; Lowering property taxes; Economic Development, Pro-business & Pro-growth policies.
What will you do to support small businesses and promote economic growth in Texas?
Streamline regulations and lower tax burdens for local small businesses and micro-target, recruit and retain companies to keep headquarters in Montgomery County.
What are your priorities for the future of Texas education?
With two CISD kids, these priorities aren’t just talking points. My goals: eliminate radical ideological agendas and return focus to core subjects, STEM, and workforce training, empower parents by expanding school choice so funding follows the child and ensure public school funding is spent in the classroom, not on administration.
How will you ensure your constituents receive the appropriate aid after natural disasters?
I will expedite state and federal emergency funding directly to local first responders and infrastructure repairs; fortify local drainage, power grids, and water infrastructure before storms hit; coordinate directly with Montgomery County officials to establish real-time relief hubs for affected neighborhoods.
How will you balance the development of data centers and other large projects with constituent concerns about rapid growth?
I will ensure commercial developments do not infringe on residential neighborhoods or tank property values; require large projects to fund their own utility upgrades so grid strain isn't passed to taxpayers; give Montgomery County communities a direct seat at the table on zoning and infrastructure impacts.

What would your top priorities be if elected?
My primary priority is putting Texas on a clear path to property tax elimination, including establishing limits on local spending. I will support legislation to end civil asset forfeiture. More broadly, I want to set an example for rising above partisan politics and working across political lines to deliver results.
What will you do to support small businesses and promote economic growth in Texas?
Texas should foster an environment where entrepreneurs can succeed without unnecessary government interference. I’ll support legislation to reduce taxes, eliminate burdensome regulations, and protect property rights. Small businesses thrive when government gets out of their way. I will oppose any legislation aimed at codifying the ban on the hemp industry.
What are your priorities for the future of Texas education?
Educational funding should follow students. I support expanding school choice, eliminating arbitrary funding caps for TEFAs, reducing bureaucracy, and empowering parents to choose the education that best serves their children (be that public, private or home school). I will oppose efforts to insert religion into public school curriculums.

As a lawmaker, I would support legislation that streamlines disaster response procedures and removes regulatory barriers to private assistance. I will improve coordination among local governments, nonprofits, businesses, and state agencies. Government must ensure aid reaches Texans quickly and efficiently—and without waste or cronyism.
