Cibolo City Council authorized the city manager to enter a contract with Kendig Keast Collaborative for the rewrite of the Unified Development Code, or UDC.

During the Dec. 10 meeting, Assistant Director of Planning Eron Spencer said the professional services agreement will support a comprehensive rewrite of the UDC, streamlining the code and addressing deficiencies within the current UDC.

The overview

The UDC is a comprehensive ordinance containing regulations related to the physical development of property within the city, according to the city website. The document serves as a tool that outlines the development requirements within the city limits.

Over the last 10 years, new ordinances and regulations have been added to the document, causing sections of the UDC to conflict with each other.


City Council in September authorized a request for proposals to search for professional services that could do a comprehensive overhaul of the document.

Project funding

Kendig Keast Collaborative was approved to do the UDC rewrite with a bid amount of around $250,000.

The rewrite will be paid for through American Rescue Plan Act funds, which were distributed to municipalities across the country as government assistance at the start of the COVID-19 pandemic.


ARPA funds must be obligated to projects prior to the end of the year, and funding must be used by the end of 2026.

City Manager Wayne Reed told City Council that representatives with Kendig Keast Collaborative will give a presentation during a January City Council meeting, initiating the process of the rewrite.
