Judson ISD's board of trustees unanimously approved to transition mathematics teachers to its newly accepted Bluebonnet instructional materials on May 15, ahead of the 2025-26 school year.

The board previously voted 5-2 to accept Bluebonnet instructional materials for kindergarten through eighth grade, as well as Algebra I, in April.

Current situation

Bluebonnet, a Carnegie Learning product, was selected from the State Board of Education’s High Quality Instructional Materials list. The materials were chosen for math only, with existing products used in all other academic areas, according to agenda documents from an April 17 board meeting.

Selection of Bluebonnet both meets district requirements for Texas Essential Knowledge and Skills certification, and nets the district an additional $60 per student on top of its state Instructional Materials Allotment.


The district’s priority with its math program is to increase State of Texas Assessments of Academic Readiness Mathematics performance by 10% in approaching grade level, 5% in meeting grade level and 3% in mastering grade level by 2028, according to board documents. Currently, grades 3-8 in the district are at 61%, 27% and 8% in approaches, meets and masters, respectively.

District goals for the Bluebonnet material transition includes 100% implementation by teachers by the middle of the 2025-26 school year.

Next steps

Deputy Superintendent Dr. Mary Duhart-Toppen said elementary school teachers began professional development with Bluebonnet materials in May, and will have more development sessions in July and August.
