Early voting for the Nov. 3 election runs from Oct. 19-30.

Former Plano Deputy Mayor Pro Tem and Democratic candidate Julie Holmer will be running against former Plano City Council Member and Republican candidate Shelby Williams this November.
Holmer resigned from Plano City Council in November 2025 to run for the Precinct 4 position, per previous reporting. The council accepted Williams' resignation at a special meeting in March 2025.
The winner will replace current Precinct 4 Commissioner Duncan Webb, who has served in the position since 2011. The Collin County Commissioner Precinct 4 position represents Plano, Allen and some of Carrollton and Dallas.
