Dan Patrick announced Friday that Pflugerville ISD Superintendent Doug Killian will serve as the public member of the Texas Commission on Public School Finance. The commission, established within the Texas legislature's special session, will study the topic of improving the public education funding formula. Patrick announced other members of the commission will include Senate Education Chairman Sen. Larry Taylor, R-Friendswood, Sen. Paul Bettencourt, R-Houston and Sen. Royce West, D-Dallas. The commission, created by House Bill 21, will be comprised of 13 members total: four appointed by the governor, four by the lieutenant governor, four by the speaker of the house and one will be a member of the State Board of Education. The bill also mandates that governor appointees must have an interest in public education and include one person who is a current or retired classroom teacher with at least 10 years of teaching experience, one person who is a member of the business community and one person is a member of the civic community. Patrick was required by the bill to appoint three members from the Senate and one administrator of the public school system or an elected board member from a district. After all appointments are made, the governor will designate the presiding officer of the commission. HB21 requires that the commission deliver a report no later than Dec. 31, 2018 to the governor and legislature. The report should recommend changes to improve the public finance system.
