A $21.5 million proposed general fund budget for Colleyville in 2013-14 calls for no new taxes and includes $2.9 million for repairs and maintenance of aging city streets.

The staff recommended that the city continue to draw $1 million a year from the fund balance through 2018 to help keep up with street maintenance. The fund balance is roughly akin to a reserve or savings.

The proposed new budget also calls for adding two new positions—a plan examiner and a building inspector—to help speed permit approvals. Those positions would be funded with about $63,000 from the general fund, with the rest coming from the city's Capital Improvement Plan.

The $27 million proposed plan, separate from the general fund, is Colleyville's first five- year CIP.

Projects proposed for 2014 include $2.2 million for a roundabout at Jackson/Cheek Sparger and $3 million for acquiring right of way for Glade Road improvements and widening.

The 2013-14 budget also includes a $13.1 million utility fund budget and $873,519 in expenditures from the drainage utility fund.

Next steps in the budget process include a council resolution setting the tax rate at .3559 cent per $100 of valuation on Aug. 20; first reading of the proposed budget Sept. 3; and second reading and adoption Sept. 17.
