Cedar Park voters will be asked to vote for or against each of the following 14 proposed amendments to the city's charter. City officials have described them all as minor changes bringing the city's charter in line with state law or clarifications to streamline the charter.
Proposition 1
EXTENSION OF BOUNDARIES
To amend Section 1.03 of the City Charter to be in compliance with State law by providing for
annexation in accordance with an annexation plan.
Proposition 2
EXTENSION OF BOUNDARIES
To amend Section 1.03 of the City Charter to be in compliance with State law by providing for voluntary annexation in accordance with an ordinance establishing appropriate rules and procedures.
Proposition 3
MEETINGS OF COUNCIL
To amend Section 3.09 of the City Charter to provide that all Council Meetings shall comply with the Texas Open Meetings Act, as amended.
Proposition 4
RULES OF PROCEDURE
To amend Section 3.11 of the City Charter to provide that the City Council may amend its rules and procedures by a written resolution adopted by the Council.
Proposition 5
FORM OF PETITIONS
To amend Section 6.03 of the City Charter to provide that each individual's name to a petition shall be signed and printed together with their residential address and such additional information to identify them as a qualified voter in the City.
Proposition 6
FILING, EXAMINATION AND CERTIFICATION OF PETITIONS
To amend Section 6.04 of the City Charter to provide that the certification by the City Secretary of any initiative or referendum petition shall be determined in accordance with State law.
Proposition 7
FILING, EXAMINATION AND CERTIFICATION OF PETITIONS
To amend Section 6.04 of the City Charter to provide that no initiative or referendum petition shall be filed within one year of a public vote on a previous petition containing the same or substantially the same language.
Proposition 8
CITY COUNCIL CONSIDERATION AND SUBMISSION TO VOTERS
To amend Section 6.05 of the City Charter pertaining to initiative petitions by adding
referendum petitions and to have an election, if required, as soon as legally possible but not within ninety days before a regular election.
Proposition 9
PLANNING AND ZONING COMMISSION: COMPOSITION AND RULES
To amend Section 7.03 of the City Charter to provide that a Planning and Zoning Commission member shall be eighteen years old or older, a registered voter of the City, and reside within the City for twelve months before being appointed, to provide that four commission members shall constitute a quorum, and to provide that a minimum of four affirmative votes is required to take official action in accordance with State law.
Proposition 10
ZONING BOARD OF ADJUSTMENT: COMPOSITION AND RULES
To amend Section 7.05 of the City Charter to provide that members of the Zoning Board of Adjustments shall be eighteen years old or older, a registered voter of the City, and reside within the City for twelve months before being appointed, and to require four members to constitute a quorum.
Proposition 11
CONTINGENT APPROPRIATION
To amend Section 8.14 of the City Charter to remove any references to emergency expenditures and approval from this Section, which is already covered in Section 8.06, and require the filing of a copy of a contingent appropriation with the City Secretary with a copy to the City Council.
Proposition 12
POWER TO TAX
To amend Section 9.01 of the City Charter by adding to it the Travis County Appraisal District due to the City's annexation of Travis County residents.
Proposition 13
ASSESSMENT PROCEDURE
To amend Section 9.03 of the City Charter to add Travis County Appraisal District as part of the City's assessment procedure for real property located in Travis County.
Proposition 14
CHARTER REVIEW
To amend Section 11.13 of the City Charter to require a Charter Review Committee composed of seven citizens to be appointed every seven years.
