Northwest ISD officials recognized new leadership for the soon-to-be completed Romer Elementary School and named three new principals for existing schools at a regular board meeting Feb. 9.

Kim Blackburn will be the first principal for Romer Elementary, which is scheduled to open for the 2026-27 school year.
Blackburn, who has served as a Seven Hills Elementary school teacher since 2015, was first named at a meeting Dec. 4, according to the district.
“Serving as the principal of a campus named in honor of Leigh Anne [Romer] is a tremendous privilege and gift,” Blackburn said in a news release. “I look forward to getting to know the students and families that will attend Romer Elementary School and upholding the values that she and I share: A strong community partnership with a focus on empowering students, teachers and staff to reach their full potential.”
Romer Elementary is opening near the Madero community in Haslet. Construction was approved by voters during a 2023 bond election.
The board also named new principals for the following three schools for the 2026-27 school year:
- Shari Jones for Seven Hills Elementary School in Newark
- Hannah Garcia for Cox Elementary School in Roanoke
- Ashley Kahler for Medlin Middle School in Trophy Club
Jones is coming to Northwest ISD from El Paso ISD where she worked with students from pre-K-8th grade for three years, according to the district.
Garcia is currently the principal of Cox Elementary after serving as Carter Elementary’s assistant principal for the last three years, per a district release.
Kahler worked as Medlin Middle School’s assistant principal for the past eight years and led initiatives like a campus improvement plan, according to the district.

The district board approved an agreement with Oncor Electric to operate and maintain electric facilities at Romer Elementary School. NISD Executive Director of Communications Anthony Tosie said this is a regular process during construction for utilities to reach the site. He said the school is on track to open August 2026. The agreement comes at no cost to the district, according to district documents.
