The big picture

Tomball officials are proposing a 7.5% increase in salaries and wages for fiscal year 2023-24, according to a presentation at the Aug. 21 budget workshop meeting. That 7.5% includes a 3% cost-of-living adjustment, City Manager David Esquivel said.

In total, city officials are proposing spending $1.2 million on salary and wage adjustments and increases, according to the presentation.

  • Cost of living adjustment (COLA): $495,000
  • Salary survey adjustment: $266,000
  • Merit: $478,000

The proposed increase in spending on salaries and wages comes as Tomball City Council received a presentation on the results of a classification and compensation study at its Aug. 21 budget workshop meeting.



According to a presentation by Payoint HR, the study recommended:

  • A new salary scale with minimum wage starting at $15
  • Raising the salary of 53 positions that are below the new scale minimums or experiencing compression
  • Raising the salary of eight positions that are substantially below market
  • Raising the salary of 14 positions that are below market
