With several road projects underway in The Woodlands and South Montgomery County, it can be difficult to know who is responsible for undertaking local transportation projects.

Incorporated cities in Montgomery County have the ability to control local road projects, such as repaving and widenings, although in many instances, they partner with local entities to secure funding.

Because The Woodlands Township is not a city, it does not have local control over the roadways within its boundaries. Collector roads, such as Woodlands Parkway, Research Forest Drive and Grogans Mill Road, are under the control of the county, with the exception of areas that fall within the boundaries of the city of Shenandoah.

Numbered roads, such as I-45 and Hwy. 242, fall under the purview of the Texas Department of Transportation.
