Harris County Precinct 4 is currently in the design phase of a project that would install a dedicated westbound right-turn lane on Spring Cypress Road at Ella Boulevard. According to Pamela Rocchi, director of Harris County Precinct 4's Capital Improvement Projects Division, Precinct 4's goal is to begin construction by the end of the first quarter of 2021.
