Four candidates have been identified as finalists for Fulshear city manager.

What residents need to know

At a July 30 special meeting, Fulshear City Council and Mayor Don McCoy will interview the city manager candidates in an executive session.

According to a July 26 news release from Fulshear, finalists include:
  • Brian Bulthuis, who has served as city manager in Clermont, Florida, since late 2021, the Clermont Sun reported
  • Mike Castro, who most recently served as Murphy city manager from 2016 to August 2023 when he resigned, the Murphy Monitor reported
  • Mike Etienne, who has served as the Victoria assistant city manager since January 2020, according to the city’s website
  • Zach Goodlander, who has served as the Fulshear assistant city manager since November 2022 and acting interim city manager since February
Looking back

In April, City Council approved a $26,950 contract with Baker Tilly US, LLP as the city’s executive search firm for the city manager position.


Since former City Manager Jack Harper was fired Feb. 12, Goodlander has served as interim city manager while the search progresses.

Next steps

Although an exact timeline has not been provided by city officials, finalist interviews are near the end of the recruitment process timeline, according to Baker Tilly proposal documents.
