At an Aug. 24 meeting, Collin Boothe, director of finance and assistant city administrator, briefed Conroe City Council on the different options available for water and sewer rate increases in fiscal year 2023-24.
The overview
There are two options—one alternative that raises rates at the same level for both residential and commercial customers, and one alternative that increases rates differently for residential and commercial customers, according to Boothe’s presentation.
Boothe said when council members adopt the budget, they will just be approving the water and sewer rate increases for FY 2023-24.
“When you get to adopting the budget, you’re only adopting year one rates,” Boothe said in his presentation. “But [this] fiscal year [2024-25 rate] and the future [fiscal year rates] are basically just for planning purposes, and these numbers can change as we go from fiscal year to fiscal year.”
According to Boothe’s presentation, the monthly bill increases for residential and commercial customers would look like:

Boothe said city staff’s recommendation is Alternative No. 2.
