City officials are working on the community engagement portion of the plan as part of Phase 2 of the project. The goal, according to the project's website, is to involve community feedback while configuring the layout for the city's civic center, which includes a community building, senior center and library.
The community feedback will also provide the city consultant with information when determining how to efficiently use green space and parking in the planning process. Phase 2 will also evaluate the city's recreation center to optimize existing space and align the facility with existing and future community recreational needs, which was reiterated by City Manager Dave Beach at the May 14 town hall.
"The city's services have expanded since the 1950s. Even though the city isn't growing, our services are," Beach said.

Tensions were high during the in-person town hall that discussed results from the city's urban planning survey. West U residents packed the city's community center on May 14 and expressed their concerns with the project, asking questions ranging from feeling blindsided about the entire project despite the city's outreach efforts to questions regarding public, pedestrian and children safety. Multiple parents spoke about concerns regarding the relocation of the city's fire station.
