League City officials will consider approving rezoning 466 acres of land to be a planned unit development called Midline at its upcoming council meeting.

What you need to know

League City City Council will hear at its Aug. 12 meeting the first reading of a request to rezone 466 acres of land just west of I-45 to create a planned unit development, or PUD—a type of zoning that allows for different types of development in the same place.

The land is generally located south of FM 528, north of Grissom Road and between Bay Area Boulevard and West NASA Boulevard, according to agenda documents.

The proposal to create Midline PUD includes 1,337 single-family residential lots, 50 acres of commercial space, a 15-acre city park, private parkland and a 4-acre fire station site at Beamer Road and Grissom Road, according to agenda documents.


The plan also proposes two gas stations—one at Beamer Road and Grissom Road, and the other at Beamer Road and FM 528.



Those opposed

The city’s Planning and Zoning Commission unanimously voted to recommend rezoning the land at its July 21 meeting. However, several League City residents spoke against the request.


Opponents cite concerns about fuel spills, drainage concerns and loss of wetlands, as well as impacts to the Great Coastal Birding Trail, which runs through the subject area.

Matt Stoops, vice president of planning at Houston-based LJA Engineering, representing the applicant on behalf of property owner Clearfield Realty, confirmed that a tree mitigation plan is required to be conducted later in the development process to identify all trees on the site, with those explicitly protected identified.

Stoops said that the intent is to preserve trees where feasible, and mitigation will most likely be through replanting new trees.

Looking ahead


If the first reading is approved Aug. 12, council will hear the second and final reading to approve the rezoning at its Aug. 26 meeting.
