Seabrook officials will soon discuss the possibility of entering an interlocal agreement with Harris County in which both parties would share the costs for improving North Meyer Avenue.

Seabrook officials are scheduled to discuss entering an interlocal agreement with Harris County to divide costs for improvements to North Meyer Avenue at City Council’s regular Oct. 1 meeting.

Funds from the cost-sharing agreement would be used to study, design and estimate construction costs for converting asphalt to concrete pavement and minor drainage improvements along North Meyer Avenue from SH 146 to East Meyer Avenue, according to agenda documents.






Per the agreement, Harris County and Sebrook would each be responsible for $500,000 of the project’s estimated $1 million cost.

The interlocal agreement is part of the Harris County Precinct 2 Partnership Grant 2024, which the city applied for earlier this year.

The backstory

In March, Seabrook city staff applied for the Harris County Precinct 2 Partnership Grant 2024 to improve North Meyer Avenue and submitted a total project cost estimate of $4 million, according to agenda documents.




Harris County agreed to allocate funds for the initial phase of the project, which includes the design portion. In the future, they will consider additional phases for construction as part of a separate grant, which if approved, would entail another 50/50 cost-sharing agreement, according to agenda documents.
