Current Clear Creek ISD trustee Scott Bowen has announced his candidacy for Texas House District 129 on May 12.

The overview

Bowen, who lost his re-election for CCISD’s at-large trustee position May 3 to Rebecca Lilley, announced his intention to run for HD 129, which is currently occupied by Rep. Dennis Paul, R-Clear Lake. However, the seat is expected to open as Paul announced May 8 his plans to run for Texas Senate, as previously reported by Community Impact.

The Senate position will also be open as its current occupant—Sen. Mayes Middleton, R-Galveston—announced his plans to run for the Texas attorney general in April, which will also be open as current Attorney General Ken Paxton is planning to run for U.S. Senate, according to news releases from each official.

HD 129 is a two-year term that will be up for election in 2026, according to the Texas House of Representatives website. The district covers much of the northern part of the Bay Area in Harris County. That area includes much of Seabrook and Webster, as well as parts of Friendswood, Houston and League City, according to maps from HD 129.


About the candidate

Bowen has served on CCISD’s board of trustees since May 2019, and is a lifelong resident of Clear Lake, according to his biography on CCISD’s website.

Bowen is a chemical engineer and has a master’s degree in business administration from Rice University, the biography reads.

In a news release to announce his candidacy, Bowen noted he is proud to announce his campaign with the support of the “area’s strongest grassroots leaders and conservative state legislators.”


"I love the people of HD 129, and it would be my great honor to represent them in the Texas House,” Bowen said in the release. “We are running to win and ensure that our community continues to have a strong conservative voice in Austin."

One last thing

The news release also noted Bowen’s endorsements for his candidacy include Middleton, CCISD trustee Jeffrey Larson, Nassau Bay Mayor Phil Johnson and Friendswood City Council member Brent Erenwert, among others.
