With results in from all voting centers and polling places across Houston, three incumbents on the Houston City Council will retain their seats that were up for election during Dec. 9 runoffs.
Meanwhile, attorney Julian Ramirez has emerged with a roughly 300-vote lead over his opponent in the race for Houston City Council At-Large Place 1, Melanie Miles. Ramirez finished with 50.1% of the votes, according to unofficial results.
The results for the seven seats up for election on the council also gave wins to nonprofit executive director Mario Castillo, pastor Willie Davis, and Twila Carter, senior vice president of community affairs and executive director of the Astros Foundation. Winning candidates will all join the Houston City Council in January.

“It takes a team to win a race as contentious as this one. I am blessed to have such tremendous supporters," Huffman said in a statement via news release. “I am honored to continue to have the opportunity to represent the people of the city of Houston. The voters in District G know me and know I am a fighter.”

With 169 of 450 voting centers reporting in Harris County, three incumbents running for re-election on the Houston City Council were on track to maintain their seats, while several other races were too close to call.
Results for the seven races up for election on the council were as follows:
City Council District D
- Carolyn Evans-Shabazz: 65.4%
- Travis McGee: 34.6%
- Tony Buzbee: 43.6%
- Mary Nan Huffman: 56.4%
- Mario Castillo: 63%
- Cynthia Reyes Revilla: 37%
- Melanie Miles: 50.1%
- Julian Ramirez: 49.9%
- Willie Davis: 55.8%
- Nick Hellyar: 44.2%
- Richard Cantu: 48.4%
- Twila Carter: 51.6%
- Roy Morales: 47.1%
- Letitia Plummer: 52.9%
Miles had a razor thin lead in the race for At-Large Position 1 on the council at 50.1% of the votes, but the lead has shrunk since early voting returns came in and she had 50.5% of the votes.
In the race for At-Large Position 3, Carter saw her lead narrow as well, from 52.1% after early voting to 51.6%, as of 11:30 p.m.

With early votes tallied in the city of Houston, three Houston City Council incumbents running to maintain their seats are leading races in the Dec. 9 runoff election.
Meanwhile, several faces that would be new to the council have emerged as early leaders as well, although many races are proving to be close contests.

- Tony Buzbee: 44%
- Mary Nan Huffman: 56%
- Mario Castillo: 63.2%
- Cynthia Reyes Revilla: 36.8%
- Melanie Miles: 50.5%
- Julian Ramirez: 49.5%
- Willie Davis: 55.7%
- Nick Hellyar: 44.3%
- Richard Cantu: 47.9%
- Twila Carter: 52.1%
- Roy Morales: 46.5%
- Letitia Plummer: 53.5%
Incumbents Carolyn Evans-Shabazz, Mary Nan Huffman and Letitia Plummer all have opened with leads in the races for City Council District D, City Council District G and at-large City Council Place 4, respectively.
Meanwhile, in the race for District H—which covers parts of north Houston, including parts of the Heights and Northline—Cynthia Reyes Revilla is leading Mario Castillo with 63.2% of the votes. The winner of the race will replace council member Carla Cisneros, who is term limited.
The context
The runoff elections are taking place in Houston following the general election Nov. 7. Runoffs elections are held in Houston when no candidate in the general election finishes with more than 50% of the votes.The top two candidates from each of those races were placed on ballots for the Dec. 9 runoff.
Winners from the runoff elections will join the 16-member Houston City Council, which is tasked with reviewing agenda items during weekly meetings that could range from passing and changing city ordinances to approving the annual city budget.
