Two candidates are vying for the District 23 position of the Texas House of Representatives in the upcoming Nov. 8 election. The candidates include Republican Terri Leo-Wilson and Democrat Keith Henry.

Candidates were asked to keep responses under 75 words, answer the questions provided and avoid attacking opponents. Answers may have been edited or cut to adhere to those guidelines, or for style and clarity.







Terri Leo-Wilson



Experience: Offices held: Texas State Board of Education (3 terms), State Republican Executive Committee woman: Legislative Priorities, and Senatorial District 11 chairman


Occupation: Retired public school teacher and case manager for students with special needs







What should be done to improve transportation across the Greater Houston area?



It is important for growing counties such as Galveston and Chambers counties to be able to accurately anticipate growth and have an adequate highway system to meet our growing needs. I will be actively involved with county commissioners in both counties to make sure this happens.



What should be done to mitigate flooding across the Greater Houston area?



Completion of the Coastal Spine is of the utmost importance to protect life, property, and businesses. This will be a huge state and federal government project that will need much project oversight. We also should ensure that drainage districts work together to mitigate flooding.



If elected, what would be your priorities?



Election integrity issues, closing the Texas border, property tax elimination/relief, Texas Windstorm Insurance Association reform and improving education



What makes you the best candidate for the job?



I am a retired public school teacher and former member of the State Board of Education having served three terms. I am passionate about education and ensuring the next generation has the tools they need to succeed. I have been active in Texas conservative politics for over 40 years. I understand the legislative process and have a wealth of experience in bringing people together in healthy discourse.












Keith Henry



Experience: Commissioner (city councilman) of the city of Texas City, District 1


Occupation: Government consultant







What should be done to improve transportation across the Greater Houston area?



I am an ardent supporter of the Houston metroplex investing in and adopting a metro rail system similar to the Washington D.C (DMV) region.



What should be done to mitigate flooding across the Greater Houston area?



Our coastal economy is the fiscal lifeblood of our state, and it is imperative that our citizens and our economy be protected. Therefore, ensuring prudent allocation of the congressional approved $31 billion Ike Dike Project to Galveston and Chambers county is essential, in addition to securing funding from the Texas Coastal Spine Project.



If elected, what would be your priorities?



Tax appraisal reform, flood mitigation, workforce development, increasing funding for public education



What makes you the best candidate for the job?



In my previous role as Texas City Commissioner, I've seen firsthand the complex and diverse challenges facing the people of our community. Therefore, I will continue to collaborate with community leaders, elected officials, and clergy to expand access to essential resources and jobs. My experience as Commissioner and decades worth of public administration experience have prepared me to meet the needs of the office of District 23 and our constituents by legislatively supporting the community with integrity, compassion, and fairness.
