The approval comes after the district conducted a class size enrollment survey for kindergarten through fourth grade classes, in which five classes exceeded the allowable class size limit of 22.
With this approval, the five elementary classes that exceed the class size limit will be able to remain above the limit, although the exact size amount within the exceeded classes has not been relayed.

CCISD is a district of innovation, which is a status from the Texas Education Agency that gives districts flexibility from some state requirements, such as class size limits.
This waiver—which was requested after the class size enrollment survey—allows the following classes to remain above the 22-student limit:
- Armand Bayou Elementary School, second grade
- Bay Elementary School, second grade
- Ferguson Elementary School, first grade
- Goforth Elementary School, kindergarten
- North Pointe Elementary School, first grade
Although only this year’s CCISD classes received waivers, TEA data shows those grade levels have represented between 11% and 18% of their campus enrollment in recent years, including an average of about 14% in the 2024-25 school year, the most recent year with available data.
