Clear Creek ISD’s board of trustees at its March 31 meeting approved a $250,000 contract with River Oaks Academy, or ROA, a K-12 special needs school.

The overview

The contract is for students with “significant behavioral needs” whereas an out-of-district placement is required, according to district agenda documents.

A contract was also approved with Providence Treatment Center, or PTC, at the board’s November meeting for the same purpose, as previously reported by Community Impact.

At the March 31 meeting, officials noted there have been recent changes to the availability of nonpublic day school placements. The district has had to seek alternative placements, which are often more expensive and distant.


Although the contracts for both the PTC and ROA were $250,000 each, ROA is more distant from the district’s boundaries compared to PTC.

According to its website, River Oaks Academy offers services for students with the following disabilities through licensed therapists and specialists:
  • Attention deficit disorder
  • Bipolar disorder
  • Oppositional defiant disorder
  • Conduct disorder
