Tookie’s Hamburgers & More will not return to Seabrook after the owner decided to decline a $600,000 incentive from the Seabrook Economic Development Corporation, or SEDC, to relocate from Kemah.

Originally from Seabrook, the business had to relocate in 2018 as a result of construction along Hwy. 146.

The backstory

The SEDC voted to award the incentive package to Tomato Group LLC for Tookie’s to move to the Seabrook Marina at its June 10 meeting, Community Impact previously reported.

Tookies opened in Seabrook in 1975, but due to eminent domain, was forced to relocate from Seabrook to Kemah during the Hwy. 146 expansion, which reopened in March 2024.


The details

Barry Terrell, the owner of Tookie’s, had applied for an $843,106 incentive and $75,000 sales tax incentive on behalf of Tomato Group for the relocation, according to agenda documents.

The SEDC approved awarding $600,000 at the June 10 meeting; however, on July 7, the SEDC released a news flash confirming Terrell had declined the offer due to challenges with the scale and logistics of moving operations back to Seabrook.
