In a 7-0 vote during its July 1 meeting, the Richardson City Planning Commission voted to recommend approval to construct an additional four-duplex buildings with a total of eight units for independent senior living and on-site nursing staff. An outdoor recreation center was also in the proposal.
Richardson City Council will have final say on the expansion at an upcoming meeting.
The specifics
The site is an 8.26 acre property located at 1230 W. Spring Valley Road. The total building area of the duplexes and the other facilities is planned to be 49,550 square feet with 81 spaces for residential parking.
The planned improvements are primarily funded by donations to the nonprofit Christian Science Campus, Dunaway Associates Senior Planner Chance LeBlanc, said.
What else?
LeBlanc also said that the duplexes will be Americans with Disabilities Act accessible for the senior residents, which is a building code requirement.
The proposal is consistent with the Future Land Use Plan of the Envision Richardson Comprehensive Plan, Senior Planner Derica Peters said. Per city documents, the proposed developments will not impact the surrounding roadway system or the existing utilities in the area.

“This to me feels fairly cut-and-dried,” commissioner Kristen Schascheck said. “It’s [the project] technically residential, it seems to meet everything, [and] even though it’s deemed the use case, that it is just based on the type of property.”
