Richardson is planning to update its city comprehensive plan over the next two years, a decision make at a Dec. 19 city council meeting.

The scheduled comprehensive plan update will seek to collect data and develop feedback throughout 2023 before drafting in 2024, according to Keith Krum, planning projects manager for Richardson.

Krum said Richardson originally published its Comprehensive Planning Guide in 1988, later updating it in 1993, 1997, 2000 and 2009. In the most recent update, the city identified six redevelopment districts for further study, four of which have since been rezoned, including the Richardson Innovation Quarter and the Richardson Core district.

“This is a living, breathing document that has evolved over time as we’ve seen with the districts that have been worked on from the 2009 plan,” Mayor Paul Voelker said. “I like the concept of having that work allocated over a multi-year period of time to prove that we can chew gum and walk at the same time.”

Richardson’s comprehensive plan is designed to be a roadmap of the city’s goals, objectives and policies for the next 20 years, guiding the city’s development and redevelopment efforts, according to Krum. The plan guides the city on future growth and redevelopment actions by incorporating feedback from community outreach and consensus.


According to city officials, developing the comprehensive plan will be undertaken in five steps: project management; branding and community engagement; data collection and strategic direction; plan drafts and recommendations; and implementation. The first three phases are expected to start in February 2023, with the final two phases beginning early 2024.

The project management phase will include a city wide tour with staff, multiple stand-alone council briefings and joint sessions between the council and the Comprehensive Plan Committee at key decision points, according to Krum.

Ongoing engagement and promotion is also expected to occur through the city website, at community events and through other community feedback beginning in the summer of 2023.
