After months of discussions, plans for the 62-acre mixed-use Bella Prosper development are on hold again.
Prosper Town Council tabled until May a zoning request tied to the development at a Feb. 24 meeting, citing ongoing concerns about adding multifamily housing outside the town’s tollway district.
Some context
Developers are seeking to rezone the 61.7-acre property at First Street and Legacy Drive from its agriculture designation to allow a mixed-use development.
Valued at roughly $302 million, Bella Prosper aims to create a walkable community with residential, commercial and recreational components, town documents state.

What’s happening?
Since the last tabling, developers reduced the proposed number of multifamily units from 435 to 271.
However, several council members said they were concerned about building additional multifamily housing outside of the town’s tollway district, as Prosper officials are working to concentrate higher-density housing along the Dallas North Tollway.
Bella Prosper is also not located within the town’s newly approved tax increment reinvestment zone, and it is not designated as a mixed-use site under Prosper’s new tollway development standards that were adopted Feb. 24.

Under the proposed development triggers, the developer would be required to build the full length of Mahard Parkway along with the townhome section and build at least 62,550 square feet of commercial development before beginning multifamily construction in Phase 4, according to town documents.
What they’re saying
Alexa Knight, representative for the developer with Daake Law, said after the proposal was last tabled, the team worked to address and incorporate council’s feedback into the proposal.
“We heard you loud and clear,” Knight said.
Brian Moore, representative for the developer with GFF Design, said the project is compatible with the town’s new tollway development standards and emphasized the project’s deliberate design and layout.
“We’re really passionate about this project,” Moore said. “We’ve been working on this for almost two and a half years. We believe in the project.”
Despite a reduction in units, several council members were concerned about building multifamily outside the immediate tollway district, as the town is working to only build more multifamily along the tollway.
“I don’t know if this makes sense where it’s at,” council member Marcus Ray said.
Development Services Director David Hoover said previously that the town uses a soft cap of 7,000 multifamily units, a level the town is currently hovering around.
Mayor Pro Tem Amy Bartley highlighted this goal and said she doesn’t see “something different” that makes her want to add to the town’s count for multifamily.
Looking ahead
The zoning change is set to go back before Town Council at its May 19 meeting.
If approved, construction is scheduled to take place from 2028-35, according to town documents.
