Prosper and Celina residents could see construction to expand the Upper Trinity Regional Water District Doe Branch Water Reclamation Plant, which serves both communities, in the coming years, officials said.

Celina City Council members discussed taking on a percentage of the funds needed to expand the plant, which would mean building a new plant next to the existing structure, during a March 7 work session discussion.

The plant had recently finished a similar expansion in 2021, but Prosper and Celina’s population boom caught developers by surprise, Celina Assistant City Manager Kim Brawner said.

“Everybody else is just completely shocked that we're growing so fast,” Brawner said.


Prosper Town Council members had a similar discussion during a March 12 work session meeting.

Two-minute impact

Celina and Prosper officials expect to share the cost of the roughly $209.9 million project—each community paying $104.95 million—for the 8 million gallons, according to a Celina meeting presentation.

Celina, which is currently contracted for 1.5 million gallons, will likely take all of its allocated extra 4 million gallons, Brawner said.


“We’re growing exponentially fast, and the plant needs to expand accordingly,” Brawner said.

Prosper officials discussed signing on to an additional 3.13 million gallons, leaving roughly 1 million gallons available for either Prosper or another community to subscribe to at a later date.
