The context

In Plano, the possession or use of fireworks or sparklers is illegal without a permit. Roman candles, mortars, fountains, snaps, rockets and ground spinners are also off limits within the city. This also applies to the 5,000 feet surrounding city limits, with fines up to $2000, according to the city’s website.

“Our first and principal priority is always people’s safety,” Lt. Daniel Daly said in an emailed statement. “Our message has always been, and will continue to be, leave the fireworks to the professionals.”
