Dallas-based real estate developer Centennial plans to update its redevelopment plan for The Shops at Willow Bend, according to a filing with the city of Plano.

The planning and zoning commission granted a waiver to allow a rezoning request for the planned development district that includes The Shops at Willow Bend at the Sept. 3 meeting. Usually, there is a two-year waiting period for subsequent rezoning requests for a property, Development Review Manager Michael Bell said.

With the approval, commissioners granted a one-time waiver, Bell said, adding that a new two-year waiting period would take effect after the approval or denial of Centennial’s rezoning request.

William Dahlstrom, a land-use attorney with Jackson Walker LLP representing Centennial, said major changes are planned for the property. According to city officials, there have been changes in the retail market, so the developer has redesigned the site.




Officials added that changes include the addition of single-family residences to Centennial’s redevelopment plan.

Looking back

Plano City Council approved a rezoning request to allow for the redevelopment of the site in February.

As part of the initially proposed updates, Centennial planned to replace existing retail spaces with multifamily units, office space and a hotel. The plan also included rebranding The Shops at Willow Bend as The Bend.




What’s next?

Dahlstrom told commission members that a redevelopment plan will be submitted to the city soon. After city staff review the request, the planning and zoning commission would be able to consider the rezoning request.
