Coppell City Council approved a contract with consulting company Verdunity during a Jan. 28 meeting to complete a fiscal analysis of current and future development patterns in the city. The contract was approved in the amount of $154,700 and will be funded by federal dollars from the American Rescue Plan Act.
The action comes as city officials are preparing to update Coppell’s comprehensive land use plan later in 2025. City staff believe the fiscal analysis will show stakeholders ways Coppell can continue developing in a financially sustainable way, according to a staff report.
Verdunity was the only consulting company to submit a bid after the city opened a request for proposals in December. According to its website, the company is based in Rockwall, Texas and has completed fiscal analysis studies for several cities in the state including Bastop, Pflugerville and Brownsville.

Also on the agenda
Council members also approved an interlocal agreement with the Dallas County District Attorney’s office that’s authorized by the Texas Code of Criminal Procedure. The agreement allows the district attorney’s office to share seized and forfeited assets with the Coppell Police Department.
Assets shared with the police department are to be sold or auctioned. The police department keeps 65% of proceeds from any sale and the district attorney’s office will receive the remaining 35%.
Proceeds from asset sales will be kept in a separate fund that can be utilized by the police department for expenses including training and equipment needs.
