The final allocation of American Rescue Plan Act funds in Coppell is proceeding after council received staff’s latest presentation.

Coppell City Council provided direction to proceed with the obligation of the nearly $1.28 million in remaining federal funds during the May 28 meeting. As part of the final plan to obligate the funds, staff were able to identify additional projects to be funded with ARPA dollars.

The overview

Deputy City Manager Traci Leach said staff adjusted some of the funding amounts for projects paid for using the federal funds in presenting the updated project list. She added that after factoring in the adjusted costs and interest accrued, the city has around $1.28 million to spend.

The new projects presented are one-time expenditures, will address concerns from the community or council, and were planned for the fiscal year 2024-25 budget, Leach said.


“All of the traditional vetting we go through has occurred for all of these projects here before you,” Leach said.

The specifics

According to the staff presentation, the funding is set to be allocated in five key areas:
  • Consultant expenses for public engagement and pickleball feasibility studies: $60,000
  • Public safety projects: $91,000
  • Several city facility projects: $340,118
  • City equipment purchases: $366,800
  • Partial funding for veterans memorial construction: $420,000
If further adjustments are necessary, funding for the memorial construction would be increased or decreased, Leach said.

City staff previously presented an allocation strategy during the Jan. 9 work session. Coppell received $10.2 million in American Rescue Plan Act funding and has spent around $5.7 million to date, Leach said.


Looking ahead

Based on federal requirements, American Rescue Plan Act funds must be committed to projects by the end of the year. The deadline for spending all the federal funding is December 2026.
