Lewisville City Council approved two contracts for work at the Prairie Creek Wastewater Treatment Plant that tallied more than $1.3 million during the April 1 meeting.

The first contract was awarded to Richardson-based OCMI Inc. for cost and project control services for the aeration basin expansion project for $908,062.

The second was with Archer Western Construction Inc., from Irving, for $449,814 for a construction manager at risk preconstruction agreement.

The details

The original wastewater plan was constructed in the 1950s, and with the city expanding—along with state and federal requirements—the city needs to address capacity issues, according to city documents.


In 2018, the average flow at the wastewater plant was at 75% of its permitted discharge capacity, and when the flow exceeds 90% capacity an expansion needs to happen, according to documents.

The specifics

The city completed the Prairie Creek Wastewater Plant Master Plan in October 2020. The project will demolish a part of the plant known as Plant III and expand the part known as Plant II, while adding additional aeration-generating equipment and infrastructure, according to the presentation.

Documents say the changes will help the city meet the discharge regulations set by the Texas Commission of Environmental Quality.
