The Westlake Town Council approved a concept plan that will significantly expand Deloitte University’s campus by making improvements in Phase 1 while adding a second phase.

While the council unanimously passed the concept plan during the meeting Dec. 5, it is only the first of many steps that a proposed development must pass before the town will issue a certificate of occupancy, which deems the project complete and ready for use.

Deloitte LLP provides audit, tax consulting and financial advisory services and employs more than 350,000 people worldwide. Its Westlake campus, known as Deloitte University: The Leadership Center, launched in 2011. It is located south of Hwy. 114 off Westlake Parkway.

A tax abatement agreement with Tarrant County says Deloitte minimum combined capital investment of $300 million, which includes no less than $270 million of real property and an estimated $30 million on personal property, according to previous Community Impact reporting.

Phase 1 of Deloitte University, which was developed in 2010 and totals 107 acres, is designed as part learning center, part company retreat that allows Deloitte employees and clients to immerse themselves in networking, leadership development and expand their professional capabilities. Since opening in 2011, Deloitte University has hosted more than 500,000 guests, including more than 4,500 recruits and interns annually, and delivered more than 6 million learning hours. According to the concept plan, additions to Phase 1 include a new parking deck, a new guest room building and expanding the existing guest room building to include a new fitness facility, departure lobby and offices.


The addition of Phase 2, which totals 118 acres, will more than double Deloitte University’s footprint to 225 acres. According to the concept plan, Phase 2 will include a new guest room building and a second social venue. The additional square footage of Phase 2 will be between 600,000-650,000 square feet, bringing the total square footage of the campus to between 1.365 million and 1.415 million square feet.

Next steps include site grading, paving, utility and drainage construction plan review, notice to proceed with site work, site plan approval, development agreement approval, final plat approval and issuing a building permit.

The anticipated start date of construction is in April with a completion date in October 2025, according to documents.
