The city of Keller and Community Waste Disposal came to an agreement on a rate increase and extension of the existing contract during a City Council meeting on Sept. 6.

The Dallas-based company was seeking a 11.4% increase but agreed on an 8% raise for the period of Sept. 1, 2022, to Aug. 31, 2023.

Average residential customers will see no more than a $2 increase on their next bill, according to data provided to council. Commercial rates will see a larger increase, data showed.

The measure passed 5-1 with Council Member Sean Hicks opposing the measure.

The 2020 contract between the city and CWD allowed for an annual adjustment to not exceed 5%. No rate changes were made in 2020 or 2021. But CWD cited the Consumer Price Index increasing to 6.6% and fuel going up 156.52% as reasons for the request beyond the 5% cap this year.


As part of the revised agreement, the city and CWD also extended the terms of the contract through 2026.

“We extended it another year, and that makes a lot more sense for the [financial] environment,” City Manager Mark Hafner said, adding CWD doesn't have caps on rate increases with other municipalities.

Monthly residential rates will go to $18.37 – an increase of $1.38. Senior citizen rates move to $16.87, up $1.28. The biggest increase came for those who use CWD's backdoor service, which will now be $24.86, up $1.85.

Commercial service rates saw the biggest increase with an 8-yard container, used one time a week, set at $170.39, a $12.62 increase. A 35-yard compactor went up $54.47 to $735.31.


CWD has sole and exclusive rights to service all solid waste within the city limits with the exception of Keller ISD facilities, according to information at the meeting. Trash is picked up twice a week as part of the contract.
