Westlake Town Council unanimously voted in favor of the city’s plan to improve Sam School Road by the Solana Hills residential development during its Dec. 9 meeting.

During the meeting, Westlake officials agreed for adjustments to the Solana Hills development plan to include the addition of sidewalks and reconstructing and repaving Sam School Road.

Westlake Town Manager Jason Alexander said that the Westlake Town Code of Ordinance requires the city to equally share the cost of the improvements off Sam School Road with the developer.

“That would include repaving the road to a concrete base, as well as ensuring all those improvements occur in the right of way,” Alexander said.


The sidewalks would be a minimum of 5 feet in width and will provide an opportunity to annex to nearby trails.

Council member Michael Asselta recommended considering a crosswalk where the sidewalk and trails connect for safety purposes.

Alexander said those suggestions, including the exact location of the proposed crosswalk, will be discussed during schematic meetings with the developer on the project, Kimley-Horn.

The current plan has Sam School Road remain two lanes, with one lane going in each direction, but Alexander said there could be an option to widen the road to four lanes.

If the road is widened to four lanes, that proposal would need to receive approval from the town manager.

A timeline wasn’t given for when these improvements will start.

Westlake Town Council approved the zoning changes for Solana Hills during its Oct. 9, 2023, meeting. The project offers 55 single-family detached homes on 32.88 acres of land.

Alexander said the residents who will live in Solana Hills off Sam School Road will be responsible for maintaining their private roads. The developer is required to make a $15,000 contribution for each of the 55 residential lots to Westlake Academy.
