Colleyville city staff updated city council on the Cheek-Sparger Road reconstruction project with a proposed design contract, an estimated construction timeline and additional construction funding needed at the April 1 work session.

What’s happening

Colleyville city council approved an $843,000 preliminary design contract for Kimley-Horn and Associates.

The preliminary designs will include alignment, drainage and topography, which will be about 30% of the total designs.

After preliminary designs are completed, the final engineering design plans will be used for bidding and construction. The total cost of final designs is expected to be $2.5 million with completion in 2028.


Bidding for construction is expected to begin in 2028 with construction occurring from 2028-2031, City Engineer Larry Wright said.

What's happening

The reconstruction of Cheek-Sparger Road consists of widening and reconstructing the existing two-lane undivided asphalt roadway to a two-lane concrete curb and gutter roadway with 12-foot lanes, medians and pocketed turn lanes at key intersections. Improvements will also include sidewalks and trails, stormwater, drainage, water and wastewater infrastructure upgrades, according to city documents.

The intersection improvements for Martin Parkway is currently included in the project. If the city can find additional funding specifically for the project then they will pull it out of the plans and include it in a separate project, Ducay said.


“We’ve tried to secure funding for it, specifically,” Ducay said. “We’ve not been successful to this point. If we get its own funding, we’ll pull it out as a second project but for now, it’s in as a part of this plan.”

The potential signal at Martin Parkway and Cheek-Sparger Road will be analyzed in the preliminary design contract that was awarded to Kimley-Horn. The outcome of that analysis will help determine whether the intersection should be signalized, Assistant City Manager Adrienne Lothery said.

The Trinity River Authority is doing a project alongside the city to replace the water line from Bedford Road to Heritage Avenue. The replacement will include upsizing the water line from 27 inches to 36 inches. Preliminary design for the project is scheduled to start in spring.

Funding the project


Construction for the project is expected to cost $33.8 million and Colleyville currently has $32 million from Tarrant County, Congresswoman Beth Van Duyne's office and North Central Texas Council of Governments. Colleyville will pay $6.5 million, according to city documents.

The city is still $1.8 million short for construction services and are looking for additional funding.

Assistant City Manager Mark Wood is in conversations with the Trinity River Authority to provide additional funding, Ducay said.

NCTOG is looking at traffic in the area and trying to convince the city of Bedford to help fund the project, Wright said. If Bedford contributes 5% of the project, that will provide $1.7 million.


The backstory

The city started looking for funding for rehabilitating Cheek-Sparger Road in March 2021.

In 2022, Colleyville officials received $13 million from Tarrant County and Van Duyne gave the city $2.5 million through a grant program in May 2024.

Bedford initially offered to pay for a part of the project but pulled out because a large portion of the street is in Colleyville. Bedford officials said they may pay for 5% of the project but no commitment has been made.
