Trophy Club residents and businesses will see a switch in trash and recycling services in June.

Council voted to switch from Republic Services to Community Waste Disposal June 1. The contract with Republic Services expires May 31, according to a presentation made during the Jan. 13 council meeting.

The initial contract with CWD is for five years with option for five additional one-year renewals, according to city documents.

“We're going to want to make sure that we are in front of everyone communicating what's happening, when it's happening, what the changes are and what the new days will be,” Town Manager Brandon Wright said. “There will be a massive effort underway over the next five months to make sure that residents [and businesses] are both aware [of] all the changes [happening].”

The cost

The first year of the contract will feature residential rates for $25.71 per month with an option to receive a 95-gallon recycling cart for an additional $3.41. According to city documents, that is an increase of $5.16 for trash pickup/recycling or $8.57 more for trash pickup/recycling with the 95-gallon bin, according to city documents.

Commercial rates start at $35.24 per month for once-a-week pickup, an increase of $12.56 from the current provider, according to documents. The CWD rate schedule includes various cost for front load container pickup based on cubic yards and roll-off bins.

The context

City staff interviewed Republic Services and CWD on Dec. 17, according to city documents.

Assistant City Manager Tamara Smith said that five bids were received with proposals to match current services or alternatives such as weekly or bi-weekly pickup. She said the two lowest bids would require the town to change from pickup to once per week.

“After review, this was determined not to be viable due to minimal savings and decreased service levels,” Smith said.

Smith said this contract will allow for an annual adjustment to match the Dallas-Fort Worth Consumer Price Index, which is a change from the National Consumer Price Index that Republic Services uses.

The details

CWD President Jason Roemer and Municipal Coordinator Wanda Smith answered questions from council at the meeting. Roemer said his father, Greg, founded the company in 1984 and the family-owned business operates a 23-acre lot at 2010 California Crossing Road in Dallas.

Roemer said CWD has a fleet of 200 trucks and provides services to 34 communities in North Texas. The first was Euless in 1992, which still uses CWD, he said.

Residents and businesses will get twice-weekly trash pickup in customer-owned containers and weekly recycling, bundled brush pickup, bulk material pickup, a new monthly service for household hazardous waste and seasonal leaf pickup recycling program, according to city documents.

Roemer said trash cans can be purchased from CWD, as well.

Going forward

One of the changes with the new trash service will be the split of service in town to two different pickup schedules.

CWD will provide service on Monday and Thursday for one zone and Tuesday and Friday for the other, according to city documents. Bulk waste pickup will be collected for free for four cubic yards and anything over that will be billed at $15 per cubic yard, according to CWD’s rate schedule.

What else?

The transition from Republic Services to CWD will start with the pickup of old recycling bins from Republic Services from May 26-30. During that same time period, CWD will deliver residential recycling bins and carts, according to a timeline presented during the meeting.

CWD will have a cart crew in the city from June 2-13 to help complete the requests of residents, according to city documents.
