In her legislative update during the May 19 Carroll ISD board meeting, Place 5 Trustee Renee Bottom said the community responded to Senate Bill 686, which would require school districts with capacity to allow open enrollment for students outside of their districts, by sending legislators 20,000 emails opposing the bill.

“Because of your advocacy, that bill has not moved forward,” Bottom said. “We are anticipating that bill dying, so well done.”

The backstory

At the April 14 CISD board meeting, board President Cameron Bryan called the bill “horrible,” and said that CISD residents had sent more than 9,200 emails at that time to state representatives opposing the bill.

“Our district was founded as an independent school district to serve the specific needs and reflect the specific values of our Southlake community,” Bryan said. “SB 686 undermines this authority by imposing a blanket mandate that ignores the unique needs of districts across the state.”
