Southlake City Council approved design plans for a mixed residential development at 240 North Carroll Ave. during its Sept. 17 meeting.

What you need to know

The approved residential development design includes 14 villas and six larger lots matching the design plan proposed May 21. Two ponds sit on the west side of the property with a cul-de-sac adjacent to the ponds. A sidewalk runs along the street and will be open to residents from neighboring communities. A fence will surround the community with gates for entrance.

Applicants Curtis Young with Sage Group and Travis Franks from Willow Tree Custom Homes offered two options for the residential development of the property. City Council approved the second alternative option.

The project


The design includes a two-story, 23,000-square-foot office building referred to as The Overlook in front of the residential area that sits on 1.98 acres of the 9.6-acre development. The residential area behind the office will be called Willow Tree Gardens.

The background

Two proposals were brought forward at the April 2 City Council meeting, according to previous Community Impact reporting. The first proposal was to change the future land plan for the property to allow for office commercial land use. The second was to rezone that land that is set as an agriculture and single-family residential district to a transitional zoning district. Both proposals were approved.

The second reading of the project was approved May 21 with the following changes:
  • No more than 20 properties within residential area, including Cross Lane properties
  • Resident-only gate access on east and west entry points of residential area
  • Five lots west off of Cross Lane should be at least the size represented in “Development Plan D”
  • Full masonry wall from north to south covering western edge of divider between the five Cross Lane lots and the gated area and Cross Lane
Many residents in the two surrounding neighborhoods of Foxborough and Southview Estates opposed the project, Community Impact previously reported.
