From welcoming in a new Universal theme park to lowering residents’ property tax rates, here are five actions taken by Frisco City Council members in 2023.

1. Approved the zoning for Universal Kids Resort

Frisco council members gave their final decision on the zoning for a Universal Park during a March 7 meeting. Since then, construction broke ground in November with an opening tentatively slated for summer 2026.

2. Lowered the property tax rate

At a Sept. 19 meeting, council members approved the city’s fiscal year 2023-24 budget and lowered residents’ tax rate by roughly $0.03. The rate is now at $0.432205 per $100 valuation, the city’s first property tax rate change since fiscal year 2018-19.


3. Repealed the city’s juvenile curfew

Council members repealed the 2007 ordinance mandating a curfew for Frisco’s juveniles during an Aug. 15 meeting. The choice to repeal the ordinance came after the 88th Texas Legislature passed House Bill 1819, which prohibited cities from enforcing their own curfews.

4. Created a first responder-specific compensation policy

At a Nov. 21 meeting, council members approved a separate city compensation policy for its public safety workers. Nonpublic safety workers will continue using the original city staff compensation policy.


5. Increased homestead tax exemptions

Frisco City Council members approved a 2.5% increase to its existing 12.5% ad valorem tax exemption during a June 20 meeting. The now-15% exemption goes into effect January.
