A tax increment reinvestment zone, or a TIRZ, is a special taxing district used by many local governments to help spur redevelopment and economic development within the community.
A TIRZ captures any growth in property tax value and puts the revenue generated from that value into a separate fund. Taxes generated from the captured value are restricted to funding improvements within the TIRZ area.
The first special taxing district in Frisco was created in 1997 on 720 acres of undeveloped land along SH 121 known as Frisco Bridges. Stonebriar Centre mall sits on 130 acres of that land. The city created the zone to encourage development along the SH 121 corridor.
Collin County, the Collin County Community College District and Frisco ISD all participate with the city in TIRZ No.1 fund.
The city of Frisco created TIRZ No. 5 in 2014 on the property surrounding The Star.
