Frisco ISD will now accept more out-of-district students while expanding in-district transfer options as the district's enrollment is expected to decline in the coming school years.

Families enrolled in Frisco ISD who later move out of district and those with a grandparent in FISD boundaries will have an opportunity to remain or enroll in FISD, according to a June 10 news release. Students will also be able to stay at their campus if they move to another school zone within FISD’s boundaries.

A closer look

The district announced three new transfer options—stay-put, legacy and grandparent.

An FISD student who has completed at least one school year at their current campus can request to stay at their campus if their family moves within the district mid-school year or between school years, the release stated. A student will be permitted to stay at their previously zoned campus for the duration of the grade levels available at that school.


The stay-put transfer window for the 2025-26 school year is available until July 30. This form of transfer is not available when campus assignments change due to rezoning, the release stated.

A family may request a legacy transfer if they move outside of the district and the student has been attending FISD for a minimum of one school year. The legacy transfer window is open until July 30.

A grandparent transfer is available for students in grade K-9 if they have a grandparent living with district boundaries, the release stated. Campus eligibility for the program is dependent on enrollment capacity. The grandparent transfer window will open June 23.

Some context


The district's enrollment is expected to drop by 7,000 students by 2029—a 10% decrease since the district's enrollment peak in 2022.

The district had 1,300 fewer students than initially projected in the 2024-25 school year, said Kimberly Smith, FISD’s chief finance and strategy officer, during a February budget workshop. FISD is projected to lose 1,100 students in the 2025-26 school year, she said.

Looking ahead

Access Frisco, the district’s open enrollment program, will launch a virtual learning opportunity in the 2026-27 school year for students seeking full-time online school or a flexible hybrid option. The program will also offer individual virtual courses to be taken along a student's other learning environment, such as charter, private or homeschool, the release stated.
