Frisco Planning and Zoning Commission members during a July 23 meeting recommended the city rezone 27 acres for a new 52-home neighborhood called Twin Creeks at Kingswood.
The land, located adjacent to existing neighborhood The Hills of Kingswood, is zoned to allow 92 townhomes. The developer is requesting to rezone it as a planned development patio home, according to a meeting presentation.
Zoning is the process of classifying lands into smaller districts with specific regulations for building and structure designs, placement and uses.
For the Twin Creeks at Kingswood, rezoning would bring the number of home lots in the development to 52, reducing its density by 43%, said Art Anderson, who represented the development’s applicant, KW Treetop LLC, during the meeting.
KW Treetop LLC is a principal with The Hills of Kingswood development and is striving to keep the two developments compatible with each other, Anderson said.
What it means
The new zoning would also allow “greater flexibility in patio home and townhome development standards,” according to a statement included in meeting documents.
The developer’s vision is to offer large, custom-built patio homes, said Jonathan Hubbard, Frisco’s assistant director of development services. Here is a quick look at what that would include:
- Primarily one-story homes
- A variety of architectural styles and materials for each home lot
- A gated community designed with senior residents in mind
- Private streets maintained by a homeowners association
The project was brought forward and subsequently tabled during a planning and zoning commission meeting June 11 to allow the applicant more time to work with city staff on some issues, including alignment with city trails, Hubbard said.
One item regarding the rear yard setback, the distance a structure must be from the end of a property line, was resolved during the July 23 meeting.
- 18 lots will have 30-foot setbacks
- 34 lots will have 15-foot setbacks
The 18 home lots with the 30-foot setbacks are located along the south and western side of the development, according to a meeting presentation.
What they’re saying
A resident from The Hills of Kingswood who spoke during the meeting said both he and his neighbors were in support of the Twin Creeks of Kingswood project.
“The new plan that’s been proposed matches exactly what we’d like to see on the outside of the Hills of Kingswood and we believe is actually the market that people want today for this high-end community for seniors,” resident Art Dickerson said.
