Plans for a neighborhood on 25 acres at the southeast corner of PGA Parkway and Preston Road in north Frisco were denied by city officials due to concerns over a proposed drainage channel.

The Frisco Planning and Zoning Commission on Feb. 8 denied plans for Crown Ridge, which city documents stated would include more than 50 lots for single-family homes.

Development Services Director John Lettelleir told commissioners that his team has concerns over the proposed channel that would be 5 feet deep and nearly 68 feet wide. David Schnurbusch, president of engineering firm USA Professional Services Group, said an open channel would help deal with “a lot of subsurface water” on the property.

The city recommended that water be piped underground to avoid a potential hazard for children and “a significant amount of maintenance for the homeowners association,” according to city documents.

“Water attracts small children,” Lettelleir said. “We have maintenance and public safety concerns on this.”


Schnurbusch said underground piping may prove difficult due to solid rock on the property, but he committed to coordinating with the city to remedy concerns.

“We're going to continue to work with [city] staff, and we want to make sure that a good decision is made either way,” Schnurbusch said.
