The roundabout was included in the Highland Shores Boulevard reconstruction project design plan presented by Director of Public Works Scott Kriston. City Manager Paul Stevens said Kriston will work with engineers to revise the plan—changing the roundabout to a four-way stop—and will bring the new plan to council for approval.
The background
Highland Shores Boulevard has deteriorated significantly due to age and heavy use, according to city documents. To address safety concerns, reduce maintenance needs and extend the road’s lifespan, the city identified the section from Twin Coves Drive to Briarhill Boulevard for reconstruction.
Funding is included in Highland Village’s 2021 bond program. The road design is now approximately 65% complete, Kriston said.
What they’re saying
A roundabout was proposed at this intersection to improve emergency response time to the western side of the city, Kriston said.
In addition, he said there are fewer potential head-on collisions at an intersection where a roundabout is present.
However, many residents expressed concern for the safety of the many neighborhood children who cross that intersection to use the pool, tennis courts and playground across the street.
“In a neighborhood where children walk, ride bikes and play near streets, the absence of clear stop signs can lead to confusion and increase the chances of accidents,” resident Natalie Schock said. “As a concerned resident, parent and advocate for the safety of our community’s children, I respectfully urge you to reconsider any plans to implement roundabouts in our neighborhood.”
What’s next
After hearing resident feedback, council members came to the consensus to ask staff to remove the roundabout from the plan and replace it with a four way stop.
“My mind has changed,” council member Jon Kixmiller said. “I supported it...but I’m listening tonight and based upon that my recommendation is that we go back to the four way stop.”
A new design plan will be presented to council at an upcoming meeting. Residents can sign up to receive council agendas on the city’s website.
