Lewisville ISD officials have announced how students at Mill Street Elementary School will be reassigned to other campuses, based on a turnaround plan for the school.

A turnaround plan for a school is required when it receives an unacceptable accountability rating, a D or F, for multiple years. The document outlines ways to improve student performance using the state’s effective school framework.

Bilingual students at Mill Street Elementary will be reassigned to one of three elementary campuses, based on zoning and capacity, while all nonbilingual students will be transferred to the LISD STEM Academy at Valley Ridge Elementary School, per the plan.

All changes will take place for the 2026-27 school year, while LISD officials focus on improving the instruction quality at Mill Street Elementary.

The school will remain district-owned, and LISD officials plan to utilize the building as a second stand-alone early childhood facility, including housing pre-K programs in the Lewisville High School feeder pattern, according to the plan.

Nonbilingual students will be transferred to the LISD STEM Academy at Valley Ridge Elementary, which has a current enrollment of 615 students and received a B in the 2024-25 Texas Education Agency accountability ratings. The building can accommodate up to 946 students, per district documents.

Bilingual students will be transferred to one of three other campuses in LISD, according to the plan, including:
  • Lakeland Elementary School, which has an enrollment of 637 students. The school has a capacity of 1,034 students and received a C in the 2024-25 TEA accountability ratings.
  • Lewisville Elementary School, which has an enrollment of 482 students. The school has a capacity of 858 students and received a C in the 2024-25 TEA accountability ratings.
  • Prairie Trail Elementary School, which has an enrollment of 646 students. The school has a capacity of 968 students and received an A in the 2024-25 TEA accountability ratings.

LISD officials plan to take pre-K programs that currently operate as stand-alone classrooms within the Lewisville High School feeder pattern and move them into the same building within the repurposed second early childhood learning center, according to the plan.


The Lillie J. Jackson Early Childhood facility lacks the capacity to accommodate all pre-K students within the Lewisville High School feeder pattern, per district documents.

What’s next

The district has opened an online feedback form for community members. The board of trustees is expected to hold a public hearing at the Nov. 3 work session before considering approval of the plan during the Nov. 10 meeting.

The Mill Street Elementary turnaround plan, along with the district’s other two campus improvement plans for DeLay and Durham middle schools, must be submitted to the TEA by Nov. 21.
