Denton City Council approved around $4.99 million for the project, which includes $4.75 million as the base construction cost and a 5% contingency of $235,000, during the Sept. 9 meeting. Aaron Skinner, a senior project manager with Denton’s Capital Projects Department, said the city will pay for construction using its water and wastewater utility funds.

Work on the utility relocations, which includes 7,796 linear feet of water and wastewater lines, is scheduled to start in November, and the work must be completed within 300 days, according to city documents. Skinner said this means the project will likely be completed around late summer 2026.
The utility relocation project will take place between Westcourt Road and the I-35W frontage road. While the city will initially fund the nearly $5 million in construction costs, Skinner said city officials will request reimbursement from the Texas Department of Transportation for eligible expenses.
Additionally, other noncity utilities are expected to be relocated, but Texas Department of Transportation officials have asked other utility companies to hold off on relocations until the city’s work is underway, Skinner said.
Going forward
The utility relocations are being done in advance of a proposed road widening that will be performed by the Texas Department of Transportation. Skinner said a road widening has become necessary in the area because of increased industrial traffic on the street.
