The Frisco City Council approved a specific use permit on Tuesday for a proposed Oncor substation on 4th Army Drive.

The proposal has support from residents, who opposed Oncor’s first proposed location on Legacy Drive.

“Our chief concern was zoning and the proximity to Allen Elementary School and Legacy Christian Academy and the general aesthetic appearance of Legacy Drive,” Frisco resident Jamie Heit said.

Heit has been heading a group called Frisco Families Against Oncor Substation. She said the majority of the residents have all expressed satisfaction of the new location and prefer  the 4th Army Drive as opposed to the Legacy Drive site.

“While it's tough to say that any location is perfect for a substation, it is my opinion that the 4th Army site is as perfect as we could get,” Heit said.

The substation will be built across from Ruff Range Dog Park on 4th Army Drive and it will be located between an existing Brazos substation and a wastewater treatment plant.

“From my perspective, we’re in a good place. No site is perfect,” Mayor Pro Tem Will Sowell said. “I understand there may be some reservation behind this specific location but to me given that there’s already a substation there…it seems like a really good location. There is a dog park across the street but I’m less concerned about what the dogs think than I was about the residents of Frisco when they initially raised this concern."

The new location will require running 3,500 feet of distribution feeder lines above and under ground to connect to an existing transmission line.

The substation is needed to power developments under construction along the $5 Billion Mile such as The Star in Frisco and the Frisco Station.
