At a recent Allen City Council meeting, Allen officials took action on amending the city’s land code, executing a $195,500 contract and more.
Here’s everything you need to know about Allen City Council’s June 23 meeting.
1. Buildings and Standards Commission amendment
The city’s Buildings and Standards Commission has historically made recommendations on the adoption of model codes and amendments to Allen City Council. Due to state law requirements for cities with populations over 100,000, different requirements apply for notification prior to adopting model codes and amendments, including hosting public hearings, city documents state.
City staff recommended that the administrative portion of the Allen Land Development Code be amended to comply with state law and clearly outline the role of the Buildings and Standards Commission, including its role in hosting public hearings and making recommendations to City Council.
“We just now have to have it really explicit in our code that that is a duty of the Building Standards Commission,” Community Development Director Hayley Angel said at a June 23 work session. “It looks very official, it's just codifying what they've historically done.”
2. Impact fees rate update
City staff recommended approval of executing a $195,500 contract with civil engineering consulting firm Birkhoff, Hendricks and Carter L.L.P. to update the city’s impact fees.
Texas Local Government Code requires that cities re-examine their impact fee structure every five years, which includes an independent financial audit by a third party, city documents state.
Impact fees are collected from developers to offset costs for capital improvements and facility expansions that result from new development within the city. Impact fees are collected for impact to water, wastewater and transportation infrastructure, per city documents.
“The concept is such that each development pays an equitable and commensurate share for its ‘impact’ onto the transportation and utility network, as the community grows,” city documents state.
3. City council budget workshop
Council members established Aug. 21-23, 2026, as the dates for the next fiscal year’s budget workshop. The annual budget workshop allows council members to review the proposed budget for the upcoming fiscal year, city documents state.
The workshop will include presentations from city staff on projects in need of funding that support the city’s strategic plan. The event will be held at a hotel in Allen, per city documents.
All three items were approved unanimously by City Council as part of the regular meeting’s consent agenda.

The council heard an update on the Allen Police Department’s automated license plate reader program at the June 23 work session. Allen residents could see more automated license plate readers in the community in the future, Allen Police Chief Steve Dye said.
