Allen officials will discuss planned development in the city’s downtown at an upcoming March meeting.
Allen City Council will discuss an economic incentive agreement and real estate purchase agreement for the development of the Downtown Catalyst Project at a March 10 meeting. Other agenda items include annual reports from the Planning and Zoning Commission and the Animal Shelter Advisory Committee.
What’s happening
Council members are expected to discuss and take action on Phase 1-A of the Downtown Allen Catalyst Project, per city documents.
This phase includes a proposed agreement with the Allen Economic Development Corp., Allen Community Development Corp. and Rough Creek Capital Services for a 20,000-square-foot development including retail and commercial space, a public pocket park, a stage and temporary parking, city documents state.
The budget for this phase of the project is approximately $17 million, according to city documents. If approved, the Allen EDC, Allen CDC and downtown tax increment financing will fund half of the project, which will not exceed $8.5 million.
Allen officials have been taking steps toward revitalizing the city's downtown since June 2021 with the formation of a steering committee. In June, council adjusted the public right of way along McDermott Drive following plans to transform the site of the former Central Fire Station, the city’s website states.

The March 10 agenda also includes:
- Annual reports from the Planning and Zoning Commission and the Animal Shelter Advisory Committee
- A proposed interlocal agreement between Allen, Plano and Lavon to allow the city of Lavon to use Allen and Plano’s jointly owned radio system
- A proposed amendment to an interlocal composting agreement with the North Texas Municipal Water District and its member cities

The meeting is scheduled to begin at 7 p.m. at Allen City Hall, located at 305 Century Parkway, Allen. Prior to the regular meeting, members of City Council will also meet at 6 p.m. for a work session, which is open to the public.
