Allen ISD board to vote on 2026-27 school year budget in June

The budget is broken down into three separate funds:

• General fund
• Student nutrition fund
• Debt service

Despite the shortfall, officials anticipate adding a “comparable amount” into the district’s fund balance at the end of the current year, Penn said. Bullock said that’s based on multiple factors, such as conservative spending and restructuring.

“It is still a deficit budget, but we’re sitting pretty good,” Bullock said.

A closer look

The 2026-27 general fund projects about a $4.5 million decrease in revenue from local, state and federal sources compared to last year, according to Penn’s presentation. A lot of that projected reduction is coming from an expected decrease in students, Penn said.

“We know that most of our revenue is driven by our student count,” he said. “So a lot of our revenue reduction of about $5 million is just reduced student count.”

Allen ISD enrollment is projected to fall again in the 2026-27 school year, according to a report from School District Strategies.

The decrease comes from a reduction in positions through absorbing vacant positions and restructuring some programs, Penn said.

District officials will finalize line items within the budget during June, Penn said. Board members will consider adoption of the budget at a June 15 meeting. The district will receive certified taxable values from the Collin Central Appraisal District in late July, according to Penn's presentation.

Board members are expected to consider and vote on a property tax rate in August.
